Higher Education in Sweden
Educational policy is determined by the Riksdag and the Government. The Ministry of Education, headed by the Minister of Education, lays down the framework and certain objectives for higher education and these are submitted to the Riksdag in Government Bills — which can also be amended or rejected.
The Riksdag decides which government-funded higher education institutions are to exist, but the institutions then have a great deal of freedom in deciding what programmes to offer and what form of organisation to adopt. There are, however, certain stipulations about the governance of the institutions.
